Negative equity and eminent domain?

I am curious… What if a family had negative equity in their home and the local government came in and claimed eminent domain? A lot of people who have negative equity don’t plan to sell any time soon but still pay their mortgage on time and will just wait out the bad market. But what if the state comes in and takes your land for a highway and gives you only fair market value which isn’t enough to pay off the loans? Would closing even be able to happen? Would the deed be able to be released if the note can’t be paid off? I don’t think foreclosures happen if you pay your mortgage and taxes, so I don’t think you’d go into foreclosure… very curious!

I had a repo man knock on my door asking about a neighbor and if he lived in the area anymore. He told me that if I saw him he needed to call this company asap of the Police would get involved for hiding the car. I’ve heard of people doing this until they can pay BUT I’ve never heard of a law against it . Can I get some info please. I can’t find it in the Official Code of Ga.
